Pollution Monitoring Solutions provide NPDES inspections, SCM Maintenance, compliance, rain monitoring and consultation for land development and completed sites around the Triangle since 2006.

All development sites in North Carolina with more than one acre of disturbed land are required by the state to have NPDES inspections completed for self-monitoring of soil erosion and other pollutants. We specialize in ensuring clients are compliant with the permit by monitoring rainfall amounts on sites with the on-site rain station, performing the necessary site inspections, and meeting other on-site requirements of the permit. We also help serve as an intermediary if there are ever issues with regulators.

Jake Taylor, CPESC 3602

NPDES Compliance Inspector and Consultant

Jake is a principal of Pollution Monitoring Services. He retired from employment with Wake County Government in 2005 after 25 years of service. Jake had worked with Wake County in Land Planning, Subdivision Administration and Sediment and Erosion Control departments over those 25 years. In the last 15 years as an Environmental Engineer with Wake County, Jake reviewed construction plans for compliance with the Wake County Sediment and Erosion Control and Storm Water Ordinances. After plans were approved, Jake performed field inspections for proper implementation and compliance with those approved plans and the ordinance.

In 2005 Jake retired from Wake County and started a business (Pollution Monitoring Services) helping developers and contractors meet requirements for the self monitoring requirements of NPDES permit NCG01000 requirements. With those services, Jake also offered consultation and advice helping them come back into compliance.

Jake has his CPESC certification (Certified Professional in Erosion and Sediment Control) and in 2010 was asked to be on the 12 person C-TAC group (Technical Advisory Group) by the NC Division of Environmental Quality to help draft and update the NPDES permit to be compliant with requirements being mandated by EPA for the next general next storm water permit (NCG01000) for NPDES Construction Storm Water requirements. In his work experience capacity, he has worked closely with municipal, state and federal regulators dealing with land development regulations. He is also has his Level I and Level II Erosion & Sediment Control/Stormwater Certification for NCDOT projects.

Jeff Taylor

 Managing NPDES Compliance Inspector/Consultant

Jeff has helped serve clients with Pollution Monitoring Services since 2008. He is the managing inspector and works closely with Jake. He has his Level 1 and 2 NCDOT Erosion and Stormwater Certification. When he is not with his family, he enjoys hunting and fishing and spending time outdoors.
